Abia State Assembly Advances Security Bill, Defers Consideration of Four Key Legislations

The Abia State House of Assembly has taken another significant step toward strengthening security in the state as the Abia State Intelligence Gathering and Security Enhancement Programme (ABSIGSEP) Bill, 2026 (H.A.B. 8) successfully passed its first reading during Tuesday’s plenary.
The bill, sponsored by Hon. Nnamdi Ibekwe, member representing Bende North State Constituency, seeks to establish a structured framework for intelligence gathering and enhance security coordination across Abia State. Its passage for first reading marks the beginning of the legislative process that could culminate in the creation of a more robust security enhancement programme for the state.
Meanwhile, the House postponed further consideration of four other important bills that were scheduled for deliberation in the Committee of the Whole. The deferred bills include H.A.B. 28 of 2025, the Abia Market Safety and Protection Bill; H.A.B. 34 of 2025, the Abia State Real Estate Landlords and Tenancy Bill; H.A.B. 29 of 2025, the Abia State of Nigeria Poverty Alleviation Trust Bill; and H.A.B. 7 of 2025, the Abia State Sport Development Fund Bill.
The postponement means deliberations on the proposed legislations will continue on a future legislative date as the House works through its agenda.
Following the day’s proceedings, the House adjourned plenary to reconvene on Wednesday, July 8, 2026, at 10:00 a.m., when lawmakers are expected to resume consideration of pending legislative business.
