Nigeria Police, Security Experts And Lenders Consult Take Lead In New Election Security Roadmap

  • The Nigeria Police Force is set to develop a comprehensive election-security roadmap at CARSPO 2026 in Owerri, bringing senior commanders, security experts and other stakeholders together ahead of the 2027 general elections.

  • Lenders Consult International, led by its MD/CEO Shina Philips, is supporting the Police Force’s initiative by mobilising sponsorship and promoting the exchange of international best practices in modern policing.

August 22, () — With Nigeria’s 2027 general elections approaching, the Nigeria Police Force is moving to strengthen its preparedness by developing a comprehensive security roadmap aimed at protecting voters, candidates, electoral officials and the democratic process.

The initiative will take centre stage at the sixth Conference and Retreat for Senior Police Officers, CARSPO 2026, scheduled for September 21 to 23 in Owerri, Imo State.

The three-day conference, themed “Developing a Nigeria Police Roadmap for Effective Management of Security During Elections”, will bring together senior police officers, security experts, policymakers and other stakeholders to examine emerging threats and develop practical responses ahead of the elections.

A key partner in the initiative is Lenders Consult International, which has supported the conference by mobilising sponsorship and other resources since receiving approval to organise the programme.

Its Managing Director and Chief Executive Officer, Shina Philips, said CARSPO had evolved beyond a gathering of senior police officers into a platform for exposing the Force to new ideas, international best practices and modern approaches to policing.

According to Philips, the organisation’s involvement is driven by the need to support the Police Force as it responds to increasingly complex security challenges.

He also stressed that effective policing could not be left to government alone, noting that citizens have a role to play in supporting the police to protect lives and property and maintain public order.

The international dimension of CARSPO, he added, provides an opportunity for security professionals to share experiences and examine approaches that could strengthen Nigeria’s policing system.

This, he said, has become particularly important as the country prepares for another major electoral contest.

The security challenges associated with elections have become increasingly complex, with criminal networks becoming more sophisticated while technology and social media continue to influence the spread of information, misinformation and mobilisation.

The police will consequently need to rely on more than conventional crowd control and physical deployment.

Intelligence gathering, technology, effective communication, community engagement and professional decision-making will be critical to maintaining security before, during and after the elections.

The Force Public Relations Officer, CSP Ani Iniedu, said the retreat would provide a strategic platform for senior police commanders, security experts and other stakeholders to assess emerging threats and strengthen preparations for the 2027 elections.

Discussions are expected to cover intelligence-led policing, police-community partnerships, digital technologies, artificial intelligence and other modern approaches to election security.

The proposed roadmap is expected to provide actionable strategies for protecting voters, candidates, electoral officials, election materials and members of the public.

The exercise also comes against the backdrop of wider efforts by the Police Force to improve professional standards, operational readiness and institutional capacity.

For the police, however, election security will require balancing the enforcement of law and order with the protection of citizens’ rights and legitimate political activities.

The experience of previous elections has shown that the conduct of security agencies can influence whether voters are able to participate freely and whether political activities are conducted without intimidation or violence.

Philips believes CARSPO can provide an opportunity to examine lessons from previous elections, identify operational gaps and develop solutions that can be applied in communities and at polling units.

He commended the Inspector-General of Police, Olatunji Disu, for his support for CARSPO 2026 and reaffirmed Lenders Consult International’s commitment to working with the Police Force to promote innovative and practical policing solutions.

The partnership also highlights the growing need for collaboration in addressing Nigeria’s security challenges, with government providing institutional authority, security agencies offering operational capacity, experts contributing specialised knowledge, and communities supporting intelligence gathering and conflict prevention.

As the 2027 elections draw closer, the effectiveness of the proposed roadmap will ultimately be measured by its ability to prevent violence, protect voters and electoral materials, and ensure that police officers perform their duties professionally and without partisan interference.

For the organisers and the Police Force, CARSPO 2026 therefore presents an opportunity to move beyond discussions and develop security strategies that can withstand the pressures of Nigeria’s next electoral cycle.
