October 29, () – The National Security Adviser (NSA), Nuhu Ribadu, has ordered a comprehensive review of Nigeria’s national security framework, giving a 33-member committee four weeks to produce a new blueprint for tackling emerging security threats.
reports that Ribadu announced the deadline on Thursday during the inauguration of the committee at the Office of the National Security Adviser (ONSA) in Abuja, directing members to review the 2019 National Security Strategy and develop a replacement that reflects the country’s changing security realities.
The proposed National Security Strategy 2026 is expected to address conventional threats, including terrorism, insurgency, banditry and kidnapping, alongside emerging challenges such as cyber threats, misinformation, economic instability, food insecurity and environmental problems.

Representing the committee’s Chairman, retired Major-General Sarkin Yaki Bello, Ribadu said significant changes in the domestic, regional and global security environments since 2019 had made a fresh assessment of Nigeria’s security priorities necessary.
“Our national security landscape is undergoing rapid and profound transformations. Since the last review of our strategy in 2019, the domestic, regional and global security environments have changed dramatically”, he said.

Ribadu said the new strategy would provide an overarching framework for coordinating national security, strengthening resilience and promoting sustainable development.
He added that the document must reflect current realities, anticipate future disruptions and support the country’s national objectives under President Bola Tinubu’s Renewed Hope Agenda.
The NSA identified human security, economic transformation and national cohesion as priority areas the new framework must support.
“The National Security Strategy 2026 will serve as an overarching compass for coordinating national security, resilience and sustainable development for Nigeria”, he stated.
Ribadu urged the committee to work closely with relevant institutions and strategic stakeholders to produce a comprehensive document containing practical measures that could be implemented across the country.
“Engage robustly with our resource institutions and strategic stakeholders to produce a comprehensive, realistic and actionable document. Nigeria demands a strategy that is realistic and implementable”, he charged.
Ribadu assured members that ONSA would provide the administrative, technical and logistical support required to complete the assignment within the four-week deadline.

New Strategy To Address Emerging Threats
The Deputy Chairman of the committee, retired Major-General Evi Onumajuru, said the changing nature of security threats required a comprehensive realignment of Nigeria’s national security priorities.
He noted that conventional threats, including terrorism, insurgency and banditry, had become increasingly intertwined with non-kinetic challenges such as cyber vulnerabilities, economic instability, food insecurity and climate change.
Onumajuru said the country required a coordinated framework that went beyond reactive measures and provided practical responses to the interconnected threats.
“To address these complexities, our nation requires an overarching framework that moves beyond reactive measures. The National Security Strategy 2026 must be an inclusive, forward-looking and highly actionable blueprint”, he said.
He said the committee would consult resource institutions, private-sector representatives and traditional leaders to ensure that the new strategy addressed a broad range of national security concerns.
The consultations are expected to contribute to the development of a framework that incorporates the perspectives and responsibilities of institutions involved in national security and related areas of governance.
Panel Begins Work Under Tight Deadline
Onumajuru described the four-week timeline as demanding, saying members would have to commence work immediately to meet the deadline for submitting the final draft to the NSA.
“Our timeline is quite unyielding. We have exactly four weeks from today to submit our final draft copies to the National Security Adviser. So, it demands immediate, focused momentum”, he said.
The committee is chaired by retired Major-General Bello and comprises representatives of government ministries, the Armed Forces, intelligence agencies, law enforcement bodies, civil society organisations and academia.
Institutions represented include the Defence Headquarters, Nigerian Army, Nigerian Navy, Nigerian Air Force, Nigeria Police Force, Department of State Services, National Intelligence Agency, Defence Intelligence Agency and Economic and Financial Crimes Commission.
