Nigeria’s $430m Digital ID Project Faces Third Extension Over NIN Shortfall

Nigeria seeks a third deadline extension for its $430 million digital identity project, potentially moving completion to December 2027.

Approximately $196 million remains undisbursed, with 121 million verified NINs against a target of 180 million.

More than 140 million enrolments have been recorded, but millions have yet to complete verification and duplicate checks.

Unpaid registration partners and delays in replacing NIMC’s identity management system threaten implementation.

November 5, () – Nigeria is seeking another year to complete its $430 million digital identity project after missing key implementation targets, leaving approximately $196 million in financing undisbursed and millions of registrations awaiting successful verification.

A World Bank restructuring paper dated October 22, 2026, shows that the Federal Government requested an extension of the Nigeria Digital Identification for Development Project from December 31, 2026, to December 31, 2027.

Approval would mark the project’s third deadline extension since February 2020, when financing was approved to expand access to secure national identification and connect more Nigerians to essential services.

Originally scheduled for completion in June 2024, the programme has already received extensions totalling 30 months. Another year would bring the cumulative extension to 42 months.

Of the $430 million committed by the World Bank’s International Development Association, the French Development Agency and the European Investment Bank, approximately $234 million had been disbursed, representing 54.4% of total financing.

The remaining $196 million has not been released, although the amount represents undisbursed commitments rather than money confirmed missing or misappropriated.

Millions Registered, Yet Millions Still Await Verified NINs

By September 30, approximately 121 million Nigerians had received successfully processed National Identification Numbers, against the project’s target of 180 million.

Reaching that target requires another 59 million registrations to complete the necessary checks. The World Bank estimates that monthly NIN issuance must increase from roughly 1.5 million to 3.9 million, an acceleration of 160%.

Registration figures also reveal a problem beyond reaching more people. Although over 140 million enrolments had been recorded by September 14, only about 121 million had completed biometric and demographic validation and duplicate checks.

That leaves a substantial gap between collecting people’s information and issuing usable, verified identity numbers.

Women and children remain particularly underserved. As of June, 40.4 million women and girls had received NINs against a target of 79 million, while 26.3 million children under 16 had been registered against a target of 60.83 million.

NIMC has expanded community-based registration, generating approximately 10 million NINs through its ward-level campaign since March. Plans also include deploying 7,000 procured mobile enrolment devices by January 2027 and beginning school-based registration in December 2026.

Implementation problems persist, however. According to the restructuring paper, registration partners had not received payments since January 2026, pending the production of audited billing reports needed to authorise disbursements.

Such delays complicate efforts to recruit, retain and equip enrolment agents precisely when the government needs registration activity to accelerate.

Technology Delays Put December 2026 Deadline Beyond Reach

Another major obstacle is the replacement of NIMC’s existing technology with the National Identity Management System 2.0.

Designed to replace fragmented proprietary infrastructure, the new platform is expected to improve processing capacity, interoperability, data protection and identity verification.

The contract was signed on September 15, 2026, following a lengthy procurement process. Implementation, ordinarily expected to take approximately 18 months, has been compressed into 15 months, with deployment and data migration scheduled for December 15, 2027.

That timetable extends well beyond the project’s current closing date.

Although NIMC introduced its NINAuth identity verification platform in May 2025, the World Bank says important digital authentication targets remain unmet pending integration with the replacement system.

The consequences reach beyond registration statistics. National Identification Numbers support bank-account verification, mobile-phone registration and access to various public and private services.

An identity system that cannot efficiently process registrations or authenticate users risks limiting the benefits of wider enrolment.

Financing arrangements add further pressure. The World Bank warns that failure to extend its participation could also interrupt implementation by the French Development Agency and European Investment Bank, whose funding is linked to the broader project.

Nigeria has made considerable progress from approximately 37 million NINs at the project’s baseline to 121 million verified numbers. The outstanding work, however, involves more than issuing additional identification numbers.

Registration records must become verified identities, enrolment partners need functioning payment arrangements, and the replacement technology must be delivered without compromising security or reliability.

Another extension would provide additional time to resolve those problems. It would not, by itself, establish that the project can meet its revised targets.

For a programme intended to make identification easier and more inclusive, the measure of completion will be how reliably Nigerians can obtain, verify and use their identities, not simply how many registrations the government records.
