September 23, () – Dangote Group’s planned Kenyan refinery has taken a step towards development with an engineering and project management contract worth more than $450 million, extending a partnership behind its Nigerian refining business.

Engineers India Limited disclosed the agreement on September 22, 2026, according to reports published that day by Financial Express. The proposed refinery and petrochemical complex would have the capacity to process 700,000 barrels of crude oil a day.

For Dangote, the agreement brings an experienced technical partner into its East African expansion. However, awarding that work does not establish that the refinery has secured all its financing or begun producing fuel.

What the $450 Million Contract Covers

Engineers India would provide project management consultancy alongside engineering, procurement and construction management services. Its role concerns designing and coordinating delivery of the complex, according to the company statement.

The reported contract value therefore should not be presented as the price of building the entire refinery. Nor does it represent money raised by Dangote to finance construction.

Nairametrics places the proposed facility in Lamu, Kenya, and reports that Engineers India disclosed the award in a stock-exchange filing. Its account identifies a newly built refinery and petrochemical plant, rather than an upgrade to an existing operation.

A Nigerian Refinery Partnership Expands Into East Africa

Engineers India previously provided project management and engineering services for Dangote’s refinery and petrochemical complex in Nigeria. The Kenyan award would extend that working relationship into another market.

According to Engineers India’s assessment, the proposed plant would strengthen East African fuel production, reduce reliance on imports and supply international markets once completed. These are expected benefits, rather than outcomes already achieved.

Turning those ambitions into fuel deliveries will require construction, commissioning and dependable crude supplies. The engineering award advances the project’s preparation, while its eventual effect on regional supply and pump prices remains unproven.
