FG Invites Nigerians to Submit Proposals For 2027 Finance Bill

Federal Government has opened consultations for the Finance Bill 2027, inviting Nigerians, businesses, investors, professional bodies, civil society organisations, academics and other stakeholders to propose changes to fiscal laws.

The Federal Ministry of Finance wants practical and evidence-based recommendations capable of improving tax administration, revenue mobilisation, fiscal transparency and Nigeria’s business and investment environment.

Stakeholders are expected to identify gaps, inconsistencies and implementation difficulties in existing laws and suggest specific amendments that can reduce regulatory burdens and improve economic efficiency.

August 28, () — The Federal Government has invited Nigerians and stakeholders across the economy to submit proposals that will shape the Finance Bill 2027, as it seeks further reforms to Nigeria’s fiscal laws and economic governance framework.
The Federal Ministry of Finance, in a public notice on Friday, said the call was aimed at obtaining practical and evidence-based legislative and regulatory recommendations that would strengthen the country’s fiscal framework, improve the business and investment environment, and support sustainable economic growth.
According to the notice, the invitation is open to members of the public, businesses, investors, professional bodies, civil society organisations, academic institutions, public institutions and other interested stakeholders.
The ministry said proposed reforms should address identified weaknesses in existing fiscal laws and regulations while ensuring that the country’s revenue system remains effective without imposing unnecessary constraints on economic activity.
It however emphasised, that priority would be given to proposals capable of addressing gaps, ambiguities, inconsistencies and implementation challenges in existing laws and regulations.
The Ministry also wants stakeholders to recommend measures that would reduce unnecessary regulatory and administrative burdens, improve the ease of doing business and investment, boost productivity and economic efficiency, and strengthen Nigeria’s competitiveness.
Taxation, Revenue Administration, Fiscal Management, Accountability

Taxation and revenue administration are among the key areas highlighted by the government.
Stakeholders have been invited to submit recommendations on tax policy, revenue mobilisation, tax compliance, taxpayer services, tax certainty, incentives, customs and excise, as well as coordination among revenue-generating agencies.
The government is also seeking proposals that could make revenue administration more efficient and transparent while improving compliance and reducing difficulties faced by taxpayers.
The ministry said recommendations should contribute to a fiscal system capable of supporting economic activity and investment while improving government revenue.
Another major area identified for submissions is fiscal policy and management.
This covers revenue and expenditure management, budgeting, public financial management, fiscal sustainability, public debt and intergovernmental fiscal relations.
The government is equally seeking proposals to strengthen fiscal responsibility, transparency and accountability, including improved budget discipline, financial reporting and disclosure, monitoring, accountability mechanisms and institutional oversight.
Stakeholders in the financial and economic sectors have also been invited to make recommendations on capital markets, investment and cross-border capital flows, anti-money laundering, financial reporting and other regulations with significant fiscal or economic implications.
The Finance Ministry urged contributors to go beyond general observations by identifying the specific law and provision requiring amendment and, where possible, providing proposed drafting language. It said general recommendations would also be welcomed but could be less useful for the legislative drafting process.
The government is particularly interested in proposals that can harmonise conflicting or overlapping provisions, reduce regulatory leakages, abuse and regulatory arbitrage, and strengthen institutional coordination.
It also wants reforms that can improve revenue mobilisation and fiscal sustainability without unnecessarily constraining economic activity.
The ministry said the overall objective was to develop clear, practical and implementable reforms capable of delivering measurable improvements in Nigeria’s fiscal and economic outcomes.
Interested contributors are expected to submit their proposals on or before Friday, September 11, 2026.
