FG Approves 2026–2028 School Textbooks, Introduces QR Tracking

• The Federal Ministry of Education has released the final list of ranked and approved textbooks for use in Nigerian primary and secondary schools for the 2026–2028 period.

• The first phase covers textbooks for Primary 1, Primary 4, Junior Secondary School 1 (JSS1) and Senior Secondary School 1 (SS1), with every approved title assigned a unique Ranking/QR Tracking Code to aid identification and monitoring.

• The ministry said the new QR-based tracking system is intended to strengthen transparency and accountability in the selection, procurement and utilisation of approved instructional materials and ensure that stakeholders use officially approved textbooks.

• The ranking exercise will continue in phases, with the second phase covering Primary 2, Primary 5, JSS2 and SS2. The ministry has urged publishers, schools, education authorities and procurement agencies to comply with the approved lists.

September 29, () – The Federal Ministry of Education has released the final list of ranked and approved textbooks for use in Nigerian schools for the 2026–2028 period, introducing a new Ranking/QR Tracking Code system for approved titles.

A statement issued by the Ministry Director of Press and Public Relations, Boriowo Folasade, said the development follows the completion of the first phase of the national textbook ranking exercise.

The first phase covers textbooks for Primary 1, Primary 4, Junior Secondary School 1 (JSS1) and Senior Secondary School 1 (SS1).

According to the ministry, each approved textbook carries a unique Ranking/QR Tracking Code, alongside key information including the title, author or authors, publisher and year of publication.

The ministry said the system was introduced to strengthen the monitoring and control of approved instructional materials and promote greater transparency in their selection, procurement and utilisation.

The exercise was conducted under the guidance and leadership of the Minister of Education, Maruf Tunji Alausa, and the Minister of State for Education, Suwaiba Sa’id Ahmad, with the final list approved by Alausa.

QR Tracking System

Explaining the new tracking mechanism, the ministry said the Ranking/QR Tracking Code represents an important step towards improving accountability in the management of approved textbooks.

It said the codes would make it easier to identify and monitor approved instructional materials at different stages, from selection and procurement to their use in schools.

The ministry also explained that the additional process of generating and assigning unique codes to each ranked textbook contributed to the time required to complete and validate the final lists.

It said the exercise was part of efforts to ensure that textbooks supplied to schools are properly identified and correspond with the materials approved under the national ranking exercise.

Second Phase

The ministry said the textbook ranking exercise is being implemented in phases.

Following the completion and approval of the first phase, preparations will commence for the second round, which will cover textbooks for Primary 2, Primary 5, JSS2 and SS2.

It was added that the same identification and tracking measures would be applied to textbooks approved under the subsequent phase.

The phased approach is expected to extend the ranking and approval process to additional class levels as the ministry continues its review of instructional materials used in schools.

Compliance

The Federal Ministry of Education urged publishers, schools, education authorities, procurement agencies and other relevant stakeholders to consult the official approved list when selecting and procuring textbooks for the affected classes.

It also encouraged stakeholders to adhere strictly to the approved list in the provision and use of textbooks for the specified class levels.

The ministry said the exercise formed part of the Federal Government’s commitment to ensuring that learners and teachers have access to quality, relevant and curriculum-aligned instructional materials.

It added that the process was also designed to strengthen transparency and accountability in textbook provision across Nigerian schools.

Background

The national textbook ranking exercise is intended to guide the selection of instructional materials for schools by identifying textbooks that meet the relevant curriculum and approval requirements.

For the 2026–2028 period, the ministry has added a tracking component to the approval process through unique Ranking/QR Tracking Codes assigned to approved titles.

The complete 2026–2028 ranked and approved textbook list, including the Ranking/QR Tracking Code for each approved title, has been made available by the Federal Ministry of Education through its designated online platform.
