ECOWAS Urges West African Nations to Embrace Data-Driven Governance

The Economic Community of West African States (ECOWAS) has urged member states to strengthen their national statistical systems and make reliable data a key driver of governance, economic planning and regional development.

The call was made in Dakar, Senegal, at a meeting of Directors-General of National Statistics Institutes (NSIs) across ECOWAS member states, where policymakers and statistical experts gathered to discuss the future of data and statistics in the region.

Opening the meeting, Senegal’s Minister of Economy, Planning and Cooperation, Allé Nar Diop, described data as the “lamp” that should guide government decisions.

According to him, sustainable development and effective governance cannot be achieved without credible, timely and harmonised statistics.

Diop called on ECOWAS countries to invest in stronger statistical institutions and embrace technological innovation to ensure policymakers have access to accurate and comparable data needed to tackle pressing economic and social challenges.

Why Data Matters

The meeting comes as West African governments grapple with a range of challenges, including rising public debt, food insecurity, inflation, unemployment and the growing impact of climate change.

Experts at the gathering stressed that reliable data is critical for governments to understand the problems facing their citizens, allocate resources effectively and measure whether public policies are delivering results.

The discussions are focused on harmonising statistical methods across the region, improving the quality and accessibility of data, accelerating digital transformation in statistical production and deepening cooperation among national statistical agencies.

Participants are also examining ways to build a stronger regional statistical system capable of supporting decision-making in key areas such as healthcare, education, agriculture, trade, security and climate resilience.

Supporting Regional Integration

Beyond national planning, ECOWAS says credible and comparable statistics are essential to achieving deeper regional integration.

Reliable data can help governments and institutions make informed decisions on cross-border trade, investment, economic policies and regional development programmes.

The discussions are also expected to support progress towards the ECOWAS Vision 2050 agenda, the African Union’s Agenda 2063 and the United Nations Sustainable Development Goals.

However, several West African countries continue to face significant obstacles to producing high-quality statistics, including inadequate funding, weak infrastructure, limited technological capacity and inconsistencies in data collection.

ECOWAS has, over the years, pursued the harmonisation of statistical standards through its Regional Statistical Programme in recognition of the importance of comparable and credible data to regional development.

The Dakar meeting is expected to produce recommendations aimed at improving the production and sharing of official statistics, strengthening cooperation among national statistical institutions and helping governments respond more effectively to emerging challenges.

As West Africa navigates mounting economic, social and environmental pressures, ECOWAS believes that better data could provide governments with the evidence they need to make smarter decisions and deliver more effective policies for millions of citizens across the region.
