Idris, NSA Push Security Communication Framework

The Minister of Information and National Orientation, Mohammed Idris, and the National Security Adviser (NSA), Nuhu Ribadu, have called for stronger collaboration between security agencies and the media, describing strategic communication as a critical pillar in Nigeria’s fight against insecurity.

The call was made last ,Thursday at the National Security Summit organised by the Nigeria Union of Journalists (NUJ) in collaboration with the Department of State Services (DSS) under the theme, “Media and Security Agencies as Partners in Nation Building.”

Speaking at the summit, Idris said the meeting was timely as Nigeria confronts increasingly complex security challenges requiring not only military action but also effective public communication.

According to him, terrorism, violent extremism, cybercrime, organised criminality and the spread of disinformation have compelled nations to rethink conventional security strategies.

“The relationship between the media and security agencies must be founded on mutual respect, professionalism, trust and an appreciation of their complementary roles,” he said.

The minister noted that the administration of President Bola Ahmed Tinubu has prioritised security through military operations, intelligence gathering, technological advancements and community engagement.

He highlighted recent successes recorded by security agencies, including the neutralisation of terrorists and bandits, rescue of kidnapped victims, dismantling of criminal camps, and increased investment in intelligence and surveillance systems.

However, Idris warned that misinformation and unverified reports could undermine these gains.

“National security is not served when misinformation is amplified without verification. Neither is it served when legitimate public concerns are ignored,” he said, urging journalists to adhere to ethical standards and responsible reporting, especially on security issues.

Representing the NSA at the summit, his Special Assistant on Strategic Communication, Chido Onumah, disclosed that the Office of the National Security Adviser (ONSA) is developing a National Security Strategic Communication Framework aimed at improving information sharing between security institutions and the media.

He explained that the framework would provide a structured platform that balances transparency with operational security while safeguarding the public’s right to information.

“We are all in this together. Journalists must have access to credible information, while security agencies must improve their communication and transparency,” Onumah said.

“The framework will help reduce the risk of reports that could inadvertently aid terrorists or criminal elements, while protecting the public’s right to know,” he added.

The NSA’s office also revealed plans to strengthen engagement with the media through faster verified briefings during emergencies and the appointment of designated liaison officers to ensure timely dissemination of information.

Both Idris and the NSA stressed that modern security operations extend beyond military engagements.

They referenced the Defence Ministry’s assessment that tackling insecurity is “40 per cent kinetic and 60 per cent non-kinetic,” emphasising that information management, strategic communication and community engagement are now decisive elements in addressing security challenges.

The summit, attended by NUJ President Alhassan Yahaya Abdullahi, security chiefs, academics and media executives, ended with commitments from stakeholders to deepen cooperation, build trust and establish mechanisms for verification and responsible reporting.

The DSS received commendation from the NUJ for facilitating constructive dialogue, while the Defence Ministry announced plans to embed journalists with military units to enhance accurate and informed coverage of security operations.

Idris concluded that a professional and ethical media operating alongside transparent security institutions would strengthen public confidence and national resilience.

“The media informs citizens, shapes public opinion and promotes accountability; security agencies protect lives and property. Where these functions are coordinated, democracy and development are strengthened,” he said.
