Nigeria Unveils 10-Year Capital Market Plan To Mobilise Investment

Nigeria’s Capital Market Masterplan 2.0 will run from 2026 to 2036 to attract investment and strengthen the country’s financial markets.

The roadmap targets an increase in collective investment scheme assets under management from $5.6bn to $56bn over 10 years.

The plan seeks to expand diaspora investment, corporate bond issuance and cross-border listings to support economic growth and job creation.

October 22, () – Nigeria has launched a 10-year capital market roadmap and a national savings strategy aimed at mobilising domestic and foreign investment to support its ambition of building a $1 trillion economy by 2030.

The Nigeria Capital Market Masterplan 2.0, covering 2026 to 2036, was unveiled in Abuja on Monday, October 19, with the government seeking to expand access to long-term financing for businesses, infrastructure and other priority sectors.

The initiative was launched by Vice President Kashim Shettima alongside the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele; British High Commissioner to Nigeria, Peter Vowles; and FSD Africa Chief Executive Officer, Mark Napier.

Developed by the Securities and Exchange Commission (SEC), with technical support from FSD Africa funded by the UK Government, the masterplan seeks to make Nigeria’s capital market more diverse, transparent and efficient.

Under the roadmap, collective investment scheme assets under management are projected to rise from $5.6bn to $56bn over the next decade. Annual diaspora investment channelled into capital markets is also targeted to increase from $4bn to $10bn.

The plan further targets a fivefold increase in corporate bonds, from 100 to 500, and a rise in cross-border listings from five to 40. It also seeks to increase the share of institutional portfolios invested in non-sovereign assets from about 40 per cent to 50 per cent.

SEC Director-General, Dr Emomotimi Agama, said the plan would help deepen the capital market and mobilise the domestic resources needed to finance Nigeria’s economic ambitions.

He said the simultaneous launch of the national savings strategy was intended to strengthen the link between savings and investment, enabling more funds to support productive economic activities.

British High Commissioner, Peter Vowles, represented by Paul Healey, Head of Private Sector and Green Growth at the British High Commission, said the UK-backed initiative would help attract investment into Nigerian businesses and infrastructure while creating opportunities for jobs and economic growth.

FSD Africa CEO, Mark Napier, said stronger capital markets could help channel more domestic and international financing into businesses, infrastructure and sustainable development.

The proposed reforms include making it easier for businesses and state governments to raise capital, widening retail and diaspora participation, attracting foreign institutional investors and supporting sustainable finance and digital assets.

The masterplan builds on an earlier capital market roadmap that recorded a 63 per cent overall activity completion rate, with further progress needed in financial inclusion, regional integration, sustainable finance and financing for priority sectors.

The new plan is organised around five pillars: regulatory clarity and enforcement, modern market infrastructure, a broader range of issuers and financial instruments, a more diverse investor base, and stronger institutional and professional capacity.
