Abia State Govt Clarifies Hilux Procurement Figure in 2025 Accountant-General’s Report
The Abia State Government has moved to clarify an error contained in its published 2025 Accountant-General’s Report concerning the procurement of Toyota Hilux vehicles, explaining that the reported quantity of two vehicles was the result of an omission in the official document.
The clarification followed public attention to a figure appearing on page 401 of the consolidated schedule of the report, where an expenditure of approximately ₦1.003 billion was listed against the procurement of Toyota Hilux vehicles.
According to the state government, a review of the underlying payment records and supporting procurement documents by the Office of the Accountant-General established that the expenditure covered the purchase of 12 Toyota Hilux vehicles, not two.
The government explained that the quantity recorded as “2” in the published report resulted from the omission of the digit “1”, describing it as a quantity-entry error that did not reflect the actual number of vehicles procured.
The verified procurement schedule shows that Ubale Services Enterprises supplied two 2024 Toyota Hilux vehicles for ₦177.75 million, while Globe Motors Holdings Ltd supplied five Toyota Hilux Double Cab Automatic Transmission petrol vehicles for ₦412.67 million and another five Toyota Hilux 4WD Double Cab vehicles for ₦412.67 million.
The total expenditure was therefore recorded as ₦1,003,091,350, covering all 12 vehicles and translating to an average cost of approximately ₦83.59 million per vehicle.
The government said the suppliers involved are identifiable corporate entities, adding that the quantity, specifications and value of the vehicles supplied can be independently verified from the companies as well as relevant government records.
The clarification also underscored the administration’s position that errors in official publications should be acknowledged and corrected rather than ignored.
The state government said Governor Alex Otti has consistently maintained that his administration is not above mistakes and would readily admit any mistake, omission or typographical error discovered in official publications.
It assured members of the public that the reporting error would be formally corrected through an explanatory note so that the official record accurately reflects the transaction.
The government further expressed appreciation to Abians and other members of the public for their close scrutiny of the state’s financial publications, describing such engagement as important to strengthening transparency and accountability in public administration.
The administration reiterated its commitment to publishing financial records, responding to legitimate questions and correcting inaccuracies whenever identified.
The clarification was signed by Prince Okey Kanu, Commissioner for Information, on September 1, 2026.
