July 23, () — The Nigerian Army has cleared a Niger Republic national earlier reported as a suspected terrorist, saying exhaustive intelligence investigations found no evidence linking him to Boko Haram, the Islamic State West Africa Province (ISWAP), or any other terrorist group.

The military said the clarification became necessary following reports by some media organisations suggesting that the individual had been apprehended as a terrorist suspect during ongoing counter-insurgency operations in Borno State.

The announcement comes as troops of Operation HADIN KAI continue sustained offensives against Boko Haram and ISWAP insurgents across Nigeria’s North-East, where intensified military operations have resulted in the arrest of suspected collaborators, rescue of kidnapped victims and destruction of terrorist hideouts.

In a statement issued on Thursday, the Acting Military Information Officer, Headquarters Joint Task Force (North East) Operation HADIN KAI, Captain Mohammed Goni, identified the individual as Aboubakar Muhammad Zein-Nur, also known as Houdairi.

According to Goni, the man was intercepted by troops of the 68 Battalion during an exploitation operation conducted after the recent terrorist attack at Cross Kauwa in Borno State.

He explained that Zein-Nur was taken into custody strictly for profiling and detailed investigation because terrorists operating within the Lake Chad Basin have repeatedly exploited border communities and transnational routes between Nigeria and neighbouring countries to move fighters, weapons and logistics.

The Army noted that such security screening is a standard operational procedure designed to distinguish innocent civilians from members or collaborators of terrorist groups.

“Comprehensive intelligence assessments and other investigative processes did not establish that the individual has any affiliation to any known terrorist group”, the statement said.

Investigations, according to the military, established that Zein-Nur is a resident of Shattu Anguba Village in Bosso, Republic of Niger, where he is engaged in camel rearing beyond the River Komadougou.

“The individual has consequently been cleared of any terrorist links”, Goni stated.

Operation HADIN KAI said the clarification reflects its commitment to transparency and fairness, stressing that the interception of an individual during military operations should not be interpreted as proof of involvement in terrorism.

The Theatre Command explained that every person intercepted under suspicious circumstances undergoes intelligence profiling, background checks and other security procedures before any determination is made.

“The Theatre Command reiterates that all persons intercepted under suspicious circumstances during military operations are subjected to due process and appropriate security screening to ensure that innocent civilians are distinguished from terrorist elements,” the statement added.

The military said this process is particularly important in the North-East, where civilians, traders, herders and cross-border residents often move through areas that terrorists also attempt to exploit for mobility and logistics.

The Army reaffirmed that Operation HADIN KAI remains committed to conducting counter-terrorism operations in line with international best practices while respecting the rights and dignity of civilians.

It said troops would continue to intensify operations aimed at dismantling Boko Haram and ISWAP networks without compromising professionalism or the rule of law.

“Operation HADIN KAI remains resolute in denying terrorists freedom of action while upholding the highest standards of professionalism, respect for human rights, and the rule of law”, the statement concluded.
