August 14, () — While cybercriminals across Africa deploy machine learning to automate fraud, clone voices, and crack bank security systems, the law enforcement officers tasked with stopping them are fighting a losing battle with outdated tools.
A new continent-wide study by INTERPOL reveals a startling capability gap. Only 8% of intelligence analysts working across African law enforcement agencies possess the advanced skills required to investigate AI-powered cybercrime.
Meanwhile, bad actors have wasted no time embracing the tech. Artificial intelligence featured in 55% of all cybercrime cases documented across 36 African nations in 2025.
The report, compiled alongside tech partners like Mastercard, Fortinet, and TrendAI, paints a picture of two fundamentally different speeds.
Criminal networks are running fully automated, AI-driven scams, while police units remain bogged down by manual evidence collection, tight budgets, and bureaucratic delays.
“Criminals are now operating at machine speed”, INTERPOL warned, noting that 92 percent of police agencies cited a lack of technical know-how as their biggest hurdle to adopting AI detection tools.
Deepfakes, Stolen Millions, and Manual Police Work

This massive skill gap is having real-world consequences for businesses, governments, and ordinary citizens.
Equipped with generative AI models, fraudsters are creating hyper-realistic deepfake audio and video clips to impersonate CEOs, government officials, and family members.
In Uganda, scammers used a deepfake video of a prominent public figure to promote a fake investment platform, pocketing over $2 million before police could track them down.
Criminals are also using emerging ransomware strains like PromptLock, which uses AI to rewrite its own malicious code on the fly to dodge traditional antivirus scanners.
On the law enforcement side, fewer than one in four digital forensic units have even a basic understanding of AI threats.
Worse still, 94 percent of surveyed police departments admit they lack basic digital forensic hardware and software, while 78 percent operate on shoestring budgets with tiny teams.

The Five Billion Dollar Threat to Africa’s Digital Future

The economic fallout from this imbalance is staggering. INTERPOL estimates that cybercrime inflicted at least $5 billion in direct damage across African economies in 2025.
Direct reported losses more than doubled within twelve months, jumping from $192 million in 2024 to $484 million in 2025.
Business Email Compromise remains the most lucrative play for regional syndicates. Data in the report shows that South Africa accounted for 70 percent of corporate email fraud detections originating on the continent, while Nigeria accounted for 29 percent.
South African groups largely targeted US companies using compromised corporate accounts, while Nigerian networks focused on laundering stolen funds through crypto exchanges and mobile wallets.
With internet usage expanding rapidly across Africa, closing this skill gap is no longer optional.
INTERPOL is calling on African governments to fund specialised forensic training, mandate 72 hour cyber incident disclosures, and give law enforcement the digital tools needed to fight machine speed crime on equal footing.
